The organisation should ensure that the necessary competence is available for the effective and efficient operation of all routine and non-routine work activities. The organisation should consider both present and future competence needs and formally record these as a minimum set of requirements.
The organisation should undertake training needs analysis and develop training programmes from this. In addition, training needs may be identified from risk assessments, audits, inspections, K.P.I’s, etc.
The objective of any HSE & F programmes is to provide personnel with knowledge and skills, which together with experience, improves their competence.
Training should be planned and executed in a pro-active manner, focussing on the importance of meeting regulatory, legislative, contractual and company requirements.
